Located along the banks of the Waupaca River in east central Wisconsin, the City of Waupaca is a rural community with a population of 6,282 that encompasses 7.92 square miles. The city’s highlighted features include the Chain O’Lakes Hartman Creek State Park, and an award-winning historic Main Street. Residents and businesses are drawn to Waupaca for the city’s affordable housing, quality education, vibrant arts community, and outdoor recreation.
Waupaca applied to UniverCity for the years 2023-26 to move forward on big ideas that require additional time and technical capacity. The city plans to address issues like land use planning, street design, childcare, and the environment.
